ACTION 4 – BUILD 12 IN 12

This forms part of the Central Highlands Workforce Development and Accommodation Strategy.

CHDC to develop and launch an Expression of Interest from developers/builders to support the “12 in 12″ campaign, which will see at least 12 new builds across the region within 12 months.

CHDC to work with key property owners, government and companies to also develop other incentives that may support the new build (traineeships, materials, additional grants for first home buyers).

Land (as identified in Action 2) would be across the region in all towns and nominated by both government and private sector.

◼ TIMEFRAME: EOI launched by 1 May 2024.

Expression of Interest for Builders and Developers launched. Applications closed on 15 June 2024.

June 20, 2024: Applications presented to WAC members.

June 20, 2024: As a complement to Action 4, a modular display home was opened to the public to build a local awareness of and appetite for modern methods of construction. Read more.

July 18, 2024: A meeting held with council discussed the Build 12 in 12 EOIs received that may assist the council in its role as landowner. Additionally, the meeting addressed the letter regarding Action 2 of the WDAS, which pertains to council landholdings.

Build 12 in 12 applicants extended an invite to meet with councils planning team to discuss the Build 12 in 12 EOIs received that may assist the council in its role as landowner. Additionally, the meeting addressed the letter regarding Action 2 of the WDAS, Property Review which pertains to council landholdings.

16 September 2024—Build 12 in 12 applicant follow-up meetings with the CHRC planning department to discuss application opportunities and guidance have been booked to begin in October.

1 November 2024 – CHDC facilitated the first follow-up meeting between a “Build 12 in 12” applicant and the CHRC planning department, which proved valuable. It clarified council regulations and the approval process, fostered positive engagement, clarified requirements, and outlined actionable next steps, increasing the applicant’s confidence and setting them up for a smoother approval process. CHDC will continue to support the applicant through the following stages and schedule further meetings with additional applicants as needed. Following this meeting, CHRC followed up with a summary of the discussions and advice within a pre-lodgment advice letter sent on November 5th.

6 November 2024 – CHDC facilitated the second follow-up meeting between a “Build 12 in 12” applicant and the CHRC planning department. A follow-up pre-lodgment advice letter will be emailed to the candidate.
